Trump is calling Michigan's legislative leaders to the White House but its legislature has no role in the certification of votes. This is happening after Trump's allegations of fraud were summarily withdrawn after it was clear that they were meritless.

This is fraud dressed up as a legal strategy. Trump is trying to discredit the democratic process while fleecing his supporters by soliciting "legal fund" contributions which go to Trump and the RNC.
